On July 22, 2025, the northern and central provinces of Laos, including Xieng Khouang, were affected by prolonged heavy rains due to the early rainy season and the impact of storm Wipha, causing flash floods and inundation in many areas. According to international sources such as Laotian Times and Nation Thailand, the floods disrupted many roads, triggered landslides, and caused severe damage to infrastructure in several localities (laotiantimes.com, nationthailand.com).
In these complicated weather conditions, Construction Corporation 47 (CC47) – the contractor of the Nam Neun 1 Hydropower Project in Xieng Khouang Province – proactively implemented safety response plans to protect workers and equipment. Thanks to the strict compliance with natural disaster prevention procedures, 100% of engineers and workers at the construction site were absolutely safe. Although prior precautions had been taken, it was still impossible to avoid damage to some materials and construction equipment at the project site due to floodwaters rising beyond the designed frequency threshold.
In addition to ensuring the safety of the construction site, CC47 actively coordinated with local authorities to monitor the flooding situation and carry out support activities within its capacity, contributing to stabilizing life in the surrounding areas after the floods. To share the difficulties with local residents during the period when they could not restore essential living conditions, CC47 provided rice, instant noodles, and essential supplies from internal resources. Furthermore, CC47 joined hands with local people to clean up and overcome the consequences of the disaster. These contributions and small gifts represent the goodwill of CC47’s workforce at the project site, wishing to help the people soon overcome hardships and stabilize their lives.

As many villages were isolated due to roads being cut off by floodwaters, the Lao Government deployed helicopters to deliver emergency food supplies to severely affected areas. CC47 was assigned to coordinate the reception of all relief items (56 packages, 17 cartons of bottled water, 10 sacks of rice, and 4 boxes of vaccines) and directly hand them over 100% to the people, ensuring transparency, clarity, and proper distribution to the rightful recipients. The handover was carried out with confirmation from both the authorities and representatives of the villages.
