On the afternoon of August 28, 2026, at Hai Au Hotel, Construction Joint Stock Company 47 (C47) and Phanthamit Group Co., Ltd. (PMG) held the Signing Ceremony of Investment Cooperation – Development Cooperation for hydropower projects in the Lao PDR.

The event marks a new step forward in C47’s development strategy, while opening up further growth space for the enterprise in the energy and infrastructure investment sectors in the international market.
An overview of the signing ceremony
Attending the ceremony, on the side of Construction Joint Stock Company 47 were Mr. Pham Nam Phong – Chairman of the Board of Directors, Mr. Duong Minh Quang – Board Member cum General Director, together with members of the Board of General Directors and functional departments. On the side of PMG were Mr. Ingpeng OUTHOUMPHONE – Chairman of the Company together with the company’s senior leadership delegation.

At the ceremony, the parties signed the Investment Cooperation – Development Cooperation agreements relating to the Xelanong 4 and Xelanong 5 hydropower projects in Salavan Province; and the Nam Sam 4 hydropower project in Huaphanh Province, Lao PDR.

Expanding development space from the international market
C47’s signing of investment and development cooperation for 3 new hydropower projects in Laos marks yet another important step forward in the enterprise’s journey of reaching global heights. Building on a foundation of decades of experience in construction and hydropower, C47 is steadily transforming itself, expanding its role and participating more deeply in the value chain of the hydropower industry in the international market.
For C47, hydropower continues to be one of the key pillars in its long-term development strategy. The continuous expansion of cooperation and participation in hydropower projects in Laos shows that the enterprise’s core capabilities are being progressively converted into new development opportunities on a larger scale and scope. From its foundation as an experienced contractor in constructing hydropower works, C47 is steadily enhancing its capabilities, expanding its role and aiming for the position of EPC General Contractor in the international market, while increasing its level of participation in the process of project development and investment; not only pursuing growth in scale but also proactively seeking growth drivers and building a foundation for sustainable development in the medium and long term.
Under the ICA, the cooperation orientation among the parties is to coordinate in successfully implementing the projects, aiming to maximize commercial value and create long-term, sustainable benefits on the basis of compliance with prevailing legal regulations. The investment cooperation agreements signed today are therefore not only a milestone in the cooperative relationship between C47 and PMG. They are also a signal of C47’s development orientation in the coming period.
Fifty-one years is a journey nurtured by the experience, mettle and perseverance of many generations of C47 people. But the value of a journey lies not only in the achievements already attained, but also in the ability to create new steps of development for the future.
Toward the celebration of its 51st founding anniversary (September 8, 1975 – September 8, 2026), on a foundation nurtured across many generations, C47 confidently steps into a new journey with the aspiration “SOLID FOUNDATION – SHAPING THE FUTURE”, aiming to become a leading investment – construction enterprise in the energy and infrastructure sectors in the region, creating sustainable works and progressively affirming its reputation and standing on the international stage.
