Building on the commitments established in the Memorandum of Understanding (MOU) signed on February 11, 2025, Construction Joint Stock Company 47 (CC47) and the Lao Holding State Enterprise (LHSE) have officially opened a new phase of cooperation with a longer-term vision, a broader scope and a clearer orientation in the energy sector.
On July 14, 2026, in the capital city of Vientiane (Lao PDR), the two sides signed a Memorandum of Understanding to extend their cooperation for a term of 02 years, affirming their determination to continue accompanying each other in developing strategic energy and infrastructure projects in Laos. This is not merely the continuation of a previously established agreement, but also marks a shift from the stage of building the foundation of the relationship to promoting substantive cooperation, aiming at projects of larger scale and greater value.

At the working session, Mr. Pham Nam Phong – Chairman of the Board of Directors of CC47 and Mr. Khamla VICHIDVONGSA – General Director of the Lao Holding State Enterprise (LHSE) exchanged the cooperation Memorandum of Understanding (MOU) in the presence of the leaders and representatives of both organizations, demonstrating their determination to bring the cooperative relationship between CC47 and LHSE into a new phase of development based on trust, companionship and a shared pursuit of long-term strategic goals.

If the 2025 Memorandum of Understanding was the milestone that opened the cooperative relationship between CC47 and LHSE, this latest agreement carries the significance of consolidating and elevating the partnership. In the new Memorandum of Understanding, the two sides agreed to continue extending the cooperation framework established earlier, while expanding their joint programmes over the next two-year period in order to further strengthen cooperation in the energy sector in the Lao PDR.
Under the agreed cooperation orientation, CC47 and LHSE will jointly study and develop investment opportunities in utility-scale renewable energy in Laos, including hydropower, wind power and solar power projects, along with substation systems and power transmission lines. The two sides will also coordinate in studying options for tapping and consuming power sources to serve demand within Laos as well as the potential for interconnection and power supply to Vietnam in the future.
Alongside the project development orientation, the Memorandum of Understanding also establishes a comprehensive cooperation framework across development, investment, construction and operational support activities for energy and infrastructure projects; while promoting technology transfer, human resource training, expert exchange, the organization of technical seminars, and the building of joint implementation plans throughout the two-year term of the agreement.
The extension and expansion of the strategic cooperative relationship between CC47 and LHSE is clear evidence of trust, companionship and a high regard for CC47’s capabilities and more than 50 years of experience in investing in and building energy works. It is also an important step in CC47’s strategy to expand its operations into the international market.
For CC47, cooperation with LHSE is aimed not only at specific projects but also at helping to realize the enterprise’s sustainable development orientation, leveraging its strengths in engineering, project management and experience in constructing large-scale works, while expanding its value chain into more fields in the future.
On the foundation of the trust built over the past period, CC47 and LHSE expect to continue working together to implement projects of socio-economic significance, contributing to the development of the Lao PDR’s energy sector, while helping to nurture a friendly and sustainable cooperative relationship between Vietnam and Laos.
