On November 17, the Board of Directors of Construction Joint Stock Company 47 (HOSE: C47) issued a Resolution approving the investment of VND 100 billion to establish a subsidiary operating in the energy sector in the Lao PDR.
The newly approved subsidiary, named C47 Energy Investment and Development Company Limited (C47-EL), has a charter capital of VND 100 billion (approximately USD 4 million), headquartered in Vientiane, Laos (together with C47’s Representative Office in Laos). The company will operate in Laos and may expand to other countries in the region.
C47-EL will focus on five main business sectors, including investment, construction, and operation of renewable energy projects (hydropower, solar, wind, biomass, etc.); consulting, designing, and executing energy systems and infrastructure; trading electricity and energy equipment; researching and developing clean energy technologies; and producing and trading construction materials such as sand, stone, cement, and steel.
C47 will assign key personnel to hold major positions at the new energy company in Laos. Specifically, Chairman Pham Nam Phong will serve as Chairman of C47-EL; Deputy General Director Nguyen Huu Hai will serve as CEO and legal representative of C47-EL; and Deputy Head of the Finance – Accounting Department Le Nguyen Phong will serve as Chief Accountant of C47-EL. In addition, other personnel will be appointed and structured by the subsidiary’s executive board based on actual needs in each stage.
C47 is known as a construction enterprise that implements projects both domestically and abroad, mainly focusing on the Central, Central Highlands, Southeast regions of Vietnam, and Laos.

Among them, Laos is considered a key market where the Company leads the consortium constructing the Nam Neun 1 Hydropower Project with a total contract value of nearly USD 185 million, implemented during the period October 2024 – November 2028. The Company also plays a contractor role in other projects.
In another move, on November 17, C47’s Board of Directors passed a Resolution establishing a Representative Office of the Bac Ai Construction Site Management Board in Ma Ty Hamlet, Bac Ai Tay Commune, Khanh Hoa Province. The Company appointed Mr. Le Van Cuong as the Head of the Representative Office.
In terms of business performance, in Q3/2025, C47 recorded nearly VND 392 billion in net revenue and over VND 17 billion in net profit — 2 times and 13 times higher, respectively, compared to the same period last year. The Company attributed this growth to its focused workforce and timely payments from project owners.
During Q3, the sharp revenue increase mainly came from the Nam Neun 1 Hydropower Project; the Nam Phak Hydropower Project (on schedule); the Hoa Binh Hydropower Expansion Project (completed as planned); and other projects such as the Kazam Reservoir and Suoi Cai Reservoir which achieved planned output. The Company also noted that effective cost management contributed significantly to the surge in profitability.
On the stock market, C47 shares have been on a correction phase since the September peak, with a discount of over 20%. In the most recent trading session (November 18), C47’s market price closed at VND 10,000 per share, up 67% compared to the beginning of the year, mainly thanks to a five-month rally following the tariff policy shock.
