On the morning of December 19, 2025, in Phu Tho Province, Vietnam Electricity (EVN) held the Inauguration Ceremony of the Hoa Binh Hydropower Plant Expansion Project, a national key project with a total installed capacity of 480 MW. The project contributes to enhancing the operational efficiency of the national power system and meeting the country’s sustainable energy demand. The event marked a new milestone in Vietnam’s strategy for developing green, stable, and secure energy.
Overview of the inauguration ceremony of the Hoa Binh Hydropower Plant Expansion Project
The ceremony was attended by Hero of Labor Thai Phung Ne – former Member of the Party Central Committee and former Minister of Energy; Mr. Bui Duc Hinh – Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Council; Mr. Huynh Thanh Xuan – Vice President of the Vietnam General Confederation of Labour; Mr. Dang Hoang An – Secretary of the Party Committee and Chairman of the Members’ Council of EVN; Mr. Nguyen Huu Tuan – Standing Deputy Secretary of the EVN Party Committee; Mr. Nguyen Anh Tuan – Deputy Secretary of the EVN Party Committee and General Director of EVN; Mr. Pham Hong Phuong – Deputy General Director of EVN; Mr. Do Duc Hung – Member of the Executive Committee of the Vietnam General Confederation of Labour and Chairman of the Vietnam Electricity Trade Union, together with former provincial leaders, representatives of ministries and agencies, local mass organizations, partners, sponsors, banks, and contractors participating in the project.
The delegation of Construction Joint Stock Company 47 (CC47), led by Mr. Duong Minh Quang – Member of the Board of Directors and General Director, attended the ceremony, demonstrating CC47’s strong commitment and sense of responsibility in contributing to the completion of this national key project on schedule, safely, and with the highest quality.

From the early stages of implementation, CC47 was one of the core contractors in the project consortium, responsible for works requiring high technical standards and complex construction conditions. Notably, CC47 successfully executed key components such as:
- Construction of the largest mountain-crossing headrace tunnel in Vietnam with a diameter of 11 meters and a total length of 1,500 meters;

- Implementation of auxiliary tunnels, drainage tunnels, and technical shafts to ensure water flow circulation and stable operation of the generating units;
- Construction under particularly challenging geological conditions while strictly ensuring schedule and quality in accordance with the investor’s stringent requirements.
These efforts made a significant contribution to enabling Power Project Management Board No.1 and related units to complete the installation and lowering of the rotor for Unit No.2, thereby laying the foundation for commissioning and grid synchronization of the entire project in 2025, in line with the initial commitments.
In recognition of these contributions, the CC47 collective and 17 individuals were awarded Certificates of Merit by the Ministry of Finance, the Vietnam General Confederation of Labour, and Vietnam Electricity. In particular, at the inauguration ceremony and the emulation movement review, CC47 was honored to receive Certificates of Merit directly from the Chairman of the Phu Tho Provincial People’s Committee and the Vietnam General Confederation of Labour for outstanding achievements in the joint emulation movement for the construction of the Hoa Binh Hydropower Plant Expansion Project.

The Hoa Binh Hydropower Plant Expansion Project was approved by the Prime Minister, implemented by EVN and Power Project Management Board No.1, with the objective of increasing power generation capacity, enhancing regulation capability of the existing hydropower system, and optimizing the use of the Da River’s water resources. Upon completion, the plant will add 480 MW to the national power system, providing a stable electricity source, contributing to energy security and supporting socio-economic development.
In the context of Vietnam’s accelerated energy transition and growing demand for green, sustainable development and climate change adaptation, the expansion of the Hoa Binh Hydropower Plant — effectively utilizing the Da River’s flow without constructing additional reservoirs — represents a strategic, forward-looking, and appropriate solution. Attending the ceremony, Mr. Duong Minh Quang – General Director of CC47 extended his congratulations to the Project Management Board, consultants, contractors, and partners involved in the project. He affirmed: “CC47 always places the highest priority on project schedule and quality, and remains committed to contributing its capacity and experience to projects of national strategic significance.”
