On April 29, 2025, in Nong Hed district, Xieng Khouang province, Lao PDR, the EPC Contractor Consortium comprising Construction Joint Stock Company 47 (CC47) and Power Engineering Consulting Joint Stock Company 3 (PECC3), with CC47 played role as the Consortium Leader and the Employer – Nam Neun 1 Hydropower Sole Co., Ltd. held the Groundbreaking Ceremony of Nam Neun Hydropower Project 1.
The Ceremony was conducted with dignity and solemnity, graced by the presence of many high-ranking dignitaries, including H.E. Sonexay Siphandone, Member of the Politburo of the Party Central Committee, Prime Minister of Lao PDR; Mr. Phoxay Xayyasone, Minister of Energy and Mines; Mr. Phouvong Luangxana, Deputy Minister of Natural Resources and Environment; Mr. Buangeun Houmxayyaphom, Deputy Governor of Xieng Khouang Province; Mr. Phonesouk Inthavong, Deputy Governor of Houaphanh Province; Mr. Sithat Xaysoulivong, Chairman of ST Group. The Event also welcomed leaders from various Laos ministries, central agencies, and local residents from the project area.
On behalf of the Employer, the Ceremony was attended by Mr. Sounthone Sabandith, Managing Director and Mr. Soulideth Baomanikhoth, Project Manager of Nam Neun 1 Hydropower Sole Co., Ltd. Representing the EPC Contractor Consortium by Mr. Pham Nam Phong, Chairman of CC47; Mr. Nguyen Nhu Hoang Tuan, Chairman of PECC3; representatives of the Executive Board, leaders of departments from CC47 and PECC3; representatives of leaders and employees of Nam Neun 1 construction site attended the Ceremony also.
Nam Neun 1 Hydropower Project, located in Phieng Hong Village, Nong Hed District, consists of two generating units with total installed capacity of 124MW. The project is invested by Nam Neun 1 Hydropower Sole Co., Ltd. and stands as a hallmark of effective collaboration between Vietnam and Laos in the EPC and energy production sector. More than just an energy infrastructure project, Nam Neun 1 is a symbol of cross-border partnership and shared sustainability goals. Once operational, the plant will deliver a stable, environmentally friendly power source, support socio-economic development, improve local livelihoods, and export electricity to Vietnam via a 220kV transmission line.
Speaking on behalf of the Consortium, Mr. Pham Nam Phong, Chairman of CC47, reaffirmed the EPC Contractor’s commitment to adhere to international construction standards; Fully comply with technical requirements and Laos regulations; Ensure timely, high-quality, safe, and environmentally responsible execution; Deliver the project as per the signed contract schedule.
