On December 15th, 2020, Vietnam Electricity and the Joint Venture: Truong Son Construction Corporation – Construction Joint Stock Company 47 – Lilama Joint Stock 10 oganised a signing ceremony for Construction Package 1XL-HB “Construction and Installation of Hoa Binh hydropower Plant Expansion Project”.
Attending the signing ceremony, regarding the leader of the State Capital Management Committee at the enterprise, there were Mr. Ho Sy Hung – Vice Chairman of the Committee; The leaders of Vietnam Electricity were Mr. Duong Quang Thanh – Secretary of the Party Committee, Chairman of the Board of Members of the Group, Mr. Tran Dinh Nhan – Deputy Secretary of the Party Committee, Member of the Board cum General Director, Mr. Pham Hong Phuong – Member of the Party Committee, Deputy General Director of the Group; Mr. and Mrs. of the Department of Energy, State Capital Management Committee, Leaders of the Departments of Vietnam Electricity, Leaders of Power Project Management Unit 1.
In terms of Construction Joint Stock Company 47, there were Mr. Le Trung Nam – Chairman of the Board, Mr. Duong Minh Quang – Member of the Board cum General Director and other representatives of Board of Management, Board of Directors, Managers, Deputy Managers from varied deparments of CC47.
The Prime Minister has approved the Pre-feasibility Study Report concerning the Hoa Binh Hydropower Plant Expansion Project. The Vietnam Electricity is the employer and assigned the Power Project Management 1 as an investor’s representative. The project has a total capacity of 480MW, including 2 plant units, each with a capacity of 240 MW. The average annual power output is about 488.3 million kWh / year. After being completed and put into operation, it will bring about efficiency: Increase the capacity for the national power system, maximize the exploitation of the annual discharge of excess water in the flood season of the existing Hoa Binh hydropower plant to generate electricity; Improve frequency regulation and stability capacity of the national power system; contribute to cost reduction of the system; Reduce the working intensity of the existing units, thereby prolonging the life of the equipment, saving maintenance and repair costs.
Package 1XL-HB “Construction and installation of the Hoa Binh hydropower plant expansion project” is the largest package of the entire project with the value of the package up to more than 3,100 billion VND, with complicated surroundings conditions, location on the heart of the city, the wide scope of construction volume. Components of the scope of work range from construction of hydroelectric works, construction of two water tunnels and installation of all powerhouse equipment and penstocks. This package has an important influence on all other bidding packages, deciding the overall progress of the project.
